One honest caveat for iPhone users: a browser can create the moving file, but iOS will not let Safari install it as a true Lock Screen Live Photo - that last step is a system-level action that needs the Photos app or a dedicated mobile app. The web tool gets you the motion; the iPhone "set as wallpaper" step happens on the phone.
